Control Measures


I. For the sustainable use of the Mountain Beidawu National Trail""s natural resources, the Pingtung District Administration Office of the Forestry Bureau, Council of Agriculture, Executive Yuan (Hereinafter referred to as ""the Office"") has drawn up a special set of Control Measures to provide sustainable development of the trail""s eco-tourism and take care of environmental protection and visitor safety.

II. The range of application of these Control Measures follows the route of the Mountain Beidawu National Trail.

III. In addition to the relevant provisions of such laws and regulations as the Forestry Act, the Forest Conservation Act, and the Wildlife Conservation Act, the trail""s control is carried out in accordance with these Control Measures, and implemented by the Office""s Education Division and the Chaozhou work station.

IV. Public entrance to the trail should be made in accordance with the ""Operational Guidelines for Accommodation Application for Use of Pingtung Forest District Administration Office""s Mountain Beidawu National Trail Mountain Lodge and Campsite Management"", which governs mountain lodge or camp accommodation application and approval.

V. The Office has set up a checkpoint at the old trailhead of the Mountain Beidawu National Trail and dispatched management personnel to carry out the following matters:
(I) Inspection of relevant personal documents and status for mountain lodge or camp accommodation application approval.
(II) Registration of information of persons entering and exiting.
(III) Carrying out promotional matters relating to items of attention for trail entrance, mountain safety and leaving no trace in the mountains and forests.
(IV) Contact matters for emergency rescue matters.

VI. In order to maintain the area""s ecological conservation and ensure the safety of visitors, the Mountain Beidawu National Trail adopts a total amount control approach, which takes the sum of the sustainable number of people using facilities such as the mountain lodge and the campsite, and the number of people making round trips each day as its principle. In principle, the total number is controlled to not exceed 102 people, and 50 persons with the sole intention of ascending the Mt. Dawu summit can also enter on the same day after registration. Indigenous people registered as from Pingtung County are not subject to these controls on the total number of the people, as long as their documents are provided for registration with the personnel at the checkpoint.

VII. The personnel of the Mountain Beidawu National Trail Old Trailhead Checkpoint handle registration applications daily from 7 am to 4 pm.

VIII. Visitors making round trips on the same day must produce relevant identity documents to carry out registration at the Mountain Beidawu National Trail Old Trailhead Checkpoint before entering the trail, and try to leave the Mountain Beidawu National Trail Old Trailhead Checkpoint before 4 pm. For those persons failing to arrive by their scheduled time without good reason, the Office will cease to accept their right to apply for the Office""s Kuaigu Inn and campsite for one year. Furthermore, should there be any violation of the provisions of the Social Order Maintenance Act, the National Security Act, or the Operational Regulations for Public Access to Restricted Mountain Areas of the Taiwan Region and so forth, those found to be in violation shall be transferred to police custody in accordance with the law.

IX. The Office and the Chaozhou work station shall dispatch personnel at irregular intervals to carry out spot checks.

X. The Office may assist communities in the vicinity of the trail (Pingtung County""s Taiwu Township) in accordance with the actual development of the trail, to jointly supervise the Mountain Beidawu National Trail, and train personnel for trail guidance service-related work.

XI. The Office may close the Mountain Beidawu National Trail or restrict access to visitors owing to natural disasters, man-made accidents or other suchlike reasons, at its own discretion. Should the Office deem there to be risk to the safety of the life and property of visitors, it may also take other necessary protective measures.

XII. To ensure the safety of visitors, the Office and the Chaozhou work station shall conduct regular inspections of various facilities and operational items in the Mountain Beidawu National Trail area.
